What is this fabric? Plastic?

This is the last blouse I ever buy from China. It looks nothing like the picture. The fabric has a weird shiny plastic type of sheen and feel to it. There are loose threads everywhere. It is just UGLY. Going straight to goodwill.

should I order? should I not?

NOTE TO THE SELLER. I really want to order this top. This design and the pattern are the only ones that look good on me. Unfortunately this is not backed by amazon prime so I cannot return in the case it does not fit. Based on the previous reviews I am weary. SELLER: I strongly urge you to take high quality accurate pictures, do quality control on your products and associate with amazon prime. I promise you will have GREAT success if you do. Please email me at gkarlrn@gmail.com when you do. I will be ready to purchase, as I love all your designs. Think quality. Buyers ARE willing to pay more for quality and reliability.
