Do I need to use a cleaner first?

It's probably according to how dirty your floors are. I damp mopped first with a little all purpose cleaner in the water, such as Lysol or Pine Sol

Is this safe to use on bamboo floors?

Not familiar with bamboo flooring.

My wood floors aren't great. The finish is just about gone, and the wood just soaks up water instead of beading. Will this be okay to use on them?

No water , I mean you need to use clear mop to clean one more time.
