Plastic. Looks like wood, but it's plastic. It is however the best desk fan I've had to date. Went through 4 others before I got this one, and I like it.

Will this work connected to a voice-activated smart plug or smart power strip?

I'd assume so. You won't be able to adjust speedlight your voice, but it'll turn on and off with a smart plug whatever speed you have it set to

Hi i searched up silent fans and this came up is it silent on the highest setting?

No it is not silent. Not even on the lowest setting. I use it at night not only for the air but for the noise.

How quiet is this fan?

Mine is not silent, but hasn’t rattled or anything like that. Quite a bit quieter than a traditional box fan, move almost as much air too. It’s a little titan in my experience, but apparently others have had varied experiences. At the end of the day it’s only a $25 fan, what can you realistically expect?
