Is it bright enough to read in bed with comfortably?

Yes it is bright enough to read. You should put it a bit higher over the head though otherwise it will shine into your eyes.I am using it every Shabbat.

Are there any safety issues with this? Does the plastic get hot or melt?

I have had one for a while and it doesn't get so hot and the plastic absolutely doesn't melt.

is there a way to change the bulb to a less harsh light?

I don't believe so. I believe the light has a limited lifetime, when the bulbs burn out you toss and repurchase. It's a long lifetime though assuming you don't leave it on 24/7. You can adjust the amount of light by lowering the lid to a shorter position.
