This isn’t salt this is a alkaline powder. You’d have to look up the amount of sodium to mass ratio.

I spilled this lye on my cutting board, sanded it down, and will oil/cream it. I can still seen the lye stains after applying oil , is it ok to use?

Lye darkens wood. There's not necessarily any significant amount of lye left in your cutting board. Acids bleach wood and even vinegar is pretty good at lightening wood darkened with lye or soda or some kinds of soap or whatever. Try pouring a thin film of vinegar on your cutting board and quickly scraping it off or scouring with a stainless steel scrubbing sponge. (If the vinegar foams up there is still some alkali left in the wood, but the vinegar will neutralize it.) Vinegar also disinfects to some extent. Peroxide might help too. Pour a little on and scrape it off (Amazon Basics counter scraper is quite good). Peroxide foams when it hits protein (like meat juice) and is also a great disinfectant for wood.
