A tablet would not fit, it can actually, but I don't recommend it.

Would it fit a water bottle and a pack of cigarettes?

The big zipper pocket will be close to your leg will be uncomfy to have a water bottle, but yes you can put one in there...

How is the build quality?

Excellent. Only complaint I have in small attached bag is strapped on. I bought for motorcycle riding and small bag flops in the wind. Velcro would have been better.

Versatile

I love leg bags, and this one is no exception. I like the fact that it detaches and can be worn around your normal belt, without the strap. or strap it on the waist of the bag instead for a pocket on each side instead of just one side. Though I wish the bigger bag were more elastic or a bigger size, some items might feel to tight in your thigh.

Easy to wear. East to attach, some other models are confusing. Not sure if the small bag attached by straps is a good idea vs sown to the bigger bag. Some flapping in the breeze when riding.
