I have an english bulldog puppy who is already 50+ lbs. A large non-padded standard step in 20-30" chest didn't fit. Size recommendation?

I bought this harness in a Large for my 60+ lb pitbull puppy and it fits her perfectly with lots of room to expand and grow.

can a raincoat be worn wth this vest? I live in a very rainy climate.

I am assuming you want to have your dog wear the raincoat under the harness. You would need to adjust the harness straps while the dog is wearing the raincoat. In that case, yes, this harness has a substantial amount of adjustable capacity ASSUMING you buy a large enough size to start with. My dog is a 120-pound Great Pyrenees so a very large harness is necessary for her and the vendor had an appropriate size for my dog.

How comfortable is it for short distance, flat land hikes?

This is a great harness period! It has elastic in addition to the buckles so it has a little bit of give making it really comfortable. I use this for walks, car rides and when I take my doggo to the park to run him. It is very worth it!
