Does it fit an 85 mm plate or is the cut out too wide?

No the plate is perfect for that the photo above switch is 85mm

Dose it stick to the wall

It doesn't stick, it is placed behind the switch plate which holds it in place. They look really nice with polished chrome switches.

Whats the size of the inner box?

Socket surrounds: 146x146mm will fit standard sockets 86x86m/30mm border

Does this cover have a plastic film on it?

No mine didn't as they are actually plastic but look like metal when they are up.
