Could this be set up to work outside for a small pond? I'm concerned that if exposed to the elements it would not work for long.

No. It is not water proof. Rain or dew will get your food wet.

I bought this feeder and if i push the button it will dispense the food. but it will not automatically dispense it. am i doing something wrong?

There is a tiny switch just below the button you’re pressing. You can choose 12 or 24 hours. You may have to take the battery out and put it back in again to reset it possibly. If it doesn’t work, I would return it for another one because mine works and I have it set for once a day, 24 hours. I actually use the manual one if I feel they need more food.

how do you know or set what time the feeder feeds the fish?

There is a button that you can push that causes the feeder to work. If you've set it to 24 hours, then it will feed the fish again automatically 24 hours after you push the button. You can also set it to feed the fish 12 hours after you push the button.
