Does it come with zipper pulls?

Yes it does. I haven’t used them yet ( zipper pulls).

Is each strap adjustable from 4 inches to 22 inches... or is 22 inches the total adjustable length for both straps ???

Without measuring I believe each strap is 22 in. I have end of each strap wrapped around my backpack straps and still have plenty to draw tight to fit across chest.

Has anyone purchased these for use with a toddler's backpack? Looking for something to modify my kiddos backpacks for easier iv and feed pump carrying

You can put on the backpack but it might move while using it.
