Are the ends of the combs teeth slightly pointed or rounded off?

I would say Rounded off because it does not hurt your fingers to touch the tips of each comb as shown in the video. This is the best comb I've ever used and my cat loves it.

Are the tines on this comb strong enough to use on horses' manes and tails?

Probably strong enough but how it will respond to the texture of the tail ad mane ,((not tangle easily), I’m not sure of... ???🤷🏻♀️

How strong/sturdy are the pins? The pins keep falling out of my current comb and it's annoying and dangerous for my puppy.

After a year of regular use in a salon setting only a few pins are slightly bent. I used to lose pins in my old greyhound comb but I love this one for it's strength and larger handle.

Do the teeth of the comb rotate?

No. But it is a very nice solid comb well suited for all kinds of coats, even matted cat ....!
