Will this light illuminate while it is plugged in? My ebike has a usb output that I can plug it into.

Yes it does work. I just plugged it in and the light works fine. The port on the light is a usb”c” type connector.

Does this come with the garmin or wahoo mount? On your website, you sell them with one or the other but it does not state it here.

Hello, thanks for reaching out. The original mounting tab and insert on the FR160 is for Garmin only. QTM01(Wahoo mounting tab and insert) is required(sold separately) if to use it with Wahoo computers.
