Is this hepa? does the packaging say what size particles its rated for?

No, this is not a HEPA filter, it is more like a simple furnace/AC filter. It will filter the air coming out of your ducts. I live in an apartment that had dust and debris within from previous rehab work. Even after having the air ducts cleaned, dust was coming out causing me problems with my asthma. After installing this batting-like material and changing it every 3 months, my breathing (asthma) is so much better. If you are very careful, you can gently soak/wash the dust out and reuse it another time. They do not have a "refill" kit so you must buy the packs that include the sticky back "VELCRO" strips each time.

Is this for heating intake registers or just the dozen or so floor vents I have in my home? Can it be installed on the underside of "decor" vents?

I put them on the underside of our wooden floor vents --- caution - they seem to slow down the amount of air going thru the vents; but do seem to trap some dust, I guess. I removed all of them after a few days; wanted greater air flow.

can i buy extra tape if needed?

You can buy Velcro at any hardware store. It will work.

This product states it is for heating intake registers- can I use on the registers blowing out the heat into the apartment?

Wow, glad you read it closer but on the packaging itself it says nothing about intake registers. The label in fact SHOWS normal “blowing” vents
