Will this help eliminate lag?

This will help if your original hard drive is full. A good, "robust" internet is a big factor when considering lag.

Does the Usb drive come with the ps4 software?

The USB Flash Drive doesn't come with software. Fantom Drives provide simple and easy instruction on how to download it..

From what I understand, what is being put on the usb is the game save data only and I'll have to reinstall my games disc by disc?

That's correct, the first time you put in a game disc after the upgrade you have to reinstall the game to play it. It's not as bad as it sounds.

Why dose this one have a higher rpm to it then the rest and what dose that do ?

A higher RPM increase the speed and performance of it.
