Are these micro plastic free?

This is a small gauze swab impregnated with 70% alcohol. There is plastic in the packaging as the alcohol would evaporate otherwise, but not micro plastics

Did you clean any electronic with it ?

Yes - Apple's guidance for cleaning iPhones on their support site says 'You may gently wipe the exterior surfaces of your iPhone using a 70 per cent isopropyl alcohol wipe or Clorox Disinfecting Wipes'. We have used these to sanitise iPhones with no ill effects on us or the phones so far.

can you use these as a hand sanitizer

Slightly small for this, in my kit for cleaning scratches scrapes and midge bites when hiking. You could use 2 or 3 but I think that you can get a larger size Medipal and clinell do a 2% chlorhexidine in 70% alcohol skin wipe which come individual packed that would do and more effective against infection
