What is the true diameter of the actual internal wire ie NOT the overall plastic-covered diameter?

Sorry i cant tell you this i bought it for supporting plants in the garden running it along the walls held with metal loops drilled into them ..its heavy duty garden wire that i use it for

Would this be suitable to train a wisteria?

The wire is thickish-- 2mm wide -- but is pretty malleable. I've used thinner wire to train a wisteria, but if your wisteria is facing south/southwest and is growing vigorously, my feeling is that this wire could work well. Hope this helps!

Hi is this sturdy enough to bend into hoops for fleece/poly covering?

I don't think it would be sturdy enough. I have only used it as extra support for climbing ivy and winter jasmine on a wooden trellis...…. Which was absolutely perfect. I think you would need something thicker. Hope this helps.
