Are all the wholes on camera screen supposed to line I can get the 3 main camera cover but the little circle one is not lined with it on the bottom?

Yes they line up perfectly if they are put on correctly

Will this also fit a 13 pro max?

I can not answer that for you, it might be advisable for you to contact the maker of the product. Because i don't know if is the answer for you, the best bet is look at the description of the product and it will tell you if it will fit the Iphone 13 Pro. K Sorry if that does not help
