how wide is the mounting plate?

To be fair I didn't measure it but it was a direct replacement for a far older unit well past it's best . The base plate was a direct size replacement for the very much older unit so I assume they are manufactured to a standard dimension . However to satisfy your curiosity I measured the base plate . It is approximately 5" x 5" (inches ) excluding the PIR extension .

I bought this and it let water in the sensor so not happy,

If you study the included documentation it clearly states the product is not totally waterproof depending on the aspect of its location and vunerability to wet weather . Happily mine is afforded some protection by the eves of my front porch and survives well ..Moto, buyer be alert to detail of small.print .

Can you control the light level at which the lamp would operate, the distance that motion would trigger it and the length of time the light stays on?

Yes there a 2 little dials to control the sensor and light.
