would this enable use of a steelseries arctis 1?

This adapter only works with USB-C. It extends the USB-C connector three-quarters (3/4") of an inch, so if what you needed is USB-C but with a longer connector - then, yes, this will work with the headphones.

Will this fit in a lifeproof case without removing it?

I'm not sure of your question, but the extender literally extends 3/4 (.75) inch from the lightning port on your phone/pod/camera/recorder. If the case allows for you item to fit inside and has an additional 3/4" of room, the answer would be yes.
