Would this back hold up with a pretty full load of files and a laptop? Will the straps and where they are connected withstand weight.

Mine has held up well, I carry a laptop, all accessories, books and etc. It weighs about 10 lbs easily.

How many does the bag weight? Is it heavy?

I found it very heavy. Add laptop and daily needs for work, it's too much. I'm going to be exchanging for something lighter weight.

Does it have a specific cup holder pocket?

No, it does not have a specific cup holder, although a bottle fits nicely inside without tipping over
