Yes they certainly would work with blue eyes. I have green eyes and they look lovely on me and so easy to blend out. Go for it!!

Are these shadows matte? (Not shiny?)

Only 4 on the pallet are matte. From left to right. 3rd,5th,8th and 10th. So no the pallet is not all matte. Very disappointed.

Is this a cream or powder ? The description says cream but it looks more like powder.

It is a highly compacted powder that is hard to apply. It doesnt stick to the applicator well. I dont use it anymore and would not suggest buying
