Can this be used to disinfect a surface?

As a layman, depends on the surface. A smooth surface (door knob, handle, counters, etc) can be thought of as a Petri dish. Dilute to 1% solution it kills the most common cold, pneumonia, and many bacteria; it also inactivates viruses of influenza, SARS-cov, MERS-cov, etc, all in the same families as COVID-19 ... in 15 seconds per published scientific studies from Institute of Virology in Germany. You be the judge.

Does this burn or sting like old time iodine or is it like betadine?

It’s the generic equivalent of this Betadine product: https://www.amazon.com/Betadine-Solution-Povidone-Antiseptic-Infection/dp/B002C2O5EQ/
