Can this be used to make royal icing that hardens?

I have made butter cream and cream cheese frosting but not royal icing. It essentially works likes regular powdered sugar.

I had ordered a three pound bag of Swerve and it did say shipping weight was one pound. However, I did receive a three pound bag of Swerve. Go figure. All I cared about was that I received the three pounds, which I did.
