Where are these manufactured?

As far as I can tell, they are manufactured in China.

Can I use this to store my daughter's plush toys?

Yes! You can use it as a storage bag for anything you want to store.

Can I hand clean this with a wash cloth and laundry detergent or dish soap? I saw it can be wiped down but wasn’t sure if I could use cleaner.

Yes, but please note that don't rub it with your hands or use a brush, it will damage the inner coating, you can dip some detergent or detergent to scrub gently.

How do I fold this hamper?!

First fold inward along the middle line of the side, then fold in half. Finally, press the top and the bottom.
