Does it provide lift and support at the same time?

It lifts as much as a normal bra, this is not a push up bra and yes it does offer nice support I wore it all day and didn't have to pull it up at all

Does it work just as well without the straps?

Yes. It fits perfectly and stays in place without feeling like it's going to fall down.

How much padding does this bra have?

It isn't padded like a push up bra but it has enough to keep you from showing through underneath even the thinnest of shirts.

I just received my order and it has three rows of hooks in the back not four. The picture shows four , did they send me the wrong one?
