Would this work for a cockatiel? Would it be too heavy for him to fly if he decided to?

I bought this for my moms cockatiel so yes it will work. I think it might just take some time to get used to. Not really sure about the flying part since she always made noise when it was put on so we just stopped. It should be completely fine though
