Does it have an intelligent charging circuit, to prevent battery damage caused from overcharging?

I would say yes. What I did was place a USB power meter in-line that shows the voltage, amp draw, and the amount of power that has passed through it. When all four LEDs stayed lit, indicating a full charge, the power meter did not show any amp draw.

Can it be charged from 220 V?

No. You would need a converter to change from 220 to 110. Not worth the hassle.
