Are sheep casings packed in liquid? Although salt is present it appears that there is water in the package as well.

My pack had a bit of water, but a ton of excess salt. Generally all the casings I get come in a saturated brine solution which not much can grow in.

Why I was charged tax for this?

I'm not exactly sure but probably because it's not considered a food item.

how to reserve the rest of casing? I just stuffed 11 lb today, have some casing left. Thank you.

I always have leftover too. I simply lay it out on a paper towel to get the excess water out. Then I get a bowl and pour some kosher salt, regular salt, or sea salt (whatever you have) into the bowl and put the leftover casing in there with it. Coat the casing with the salt and let it dry out a bit. Then I put it back in the packaging and refrigerate. I don't know if this is the right thing that should be done but I have been doing it for several years and I have never had an issue with spoilage.
