How high is this cart with casters on?

It's a little low for me. I'm 6'1" and I have to lean over a little to reach the handle to push it, so the push handle is lower than a standard grocery store shopping cart.. I have a bad back and leaning over is something I try to avoid doing.

what tools are needed to assemble the cart?

I believe it was a 9/16’s wrench and a Philips screw driver. Very easy.

I have an application that requires it be no taller than 31" finished. During assembly, can it be made shorter, possibly by trimming the legs?

The top of an bottom of each of the legs pops into the top and bottom tray. The ends are molded so they fit in the grooves. I can not see anyway you could make this shorter.... Unless you bought smaller wheels maybe?
