Is this whey protein lactose free like iso pure and on hydrowhey?

Not sure, but the packaging says it's made on equipment that processes milk, and it "contains ingredients derived from milk and soy".I like it because it doesn't make me sick like the similarly-packaged "100% Whey" stuff does, but I don't think I'm lactose intolerant so that may not help you feel more confident. You may just want to try it out with a small package (or buy some of the cans of pre-mixed drinks) and see how it affects you.
