Does the guard stay on/clips in place?

The guard does not stay on, it works loose and you have to keep pushing it back on. I have short hair so it’s not as if it gets caught in the hair. A bit disappointed really, I don’t really know what I expected but not sure it really does much.

Does it work on hair an inch long?

yes, it does, Terviiix pressing comb works for hair roots too

Can the comb part be washed?

It is not recommended to wash with water directly, because there is a small hole in the comb part, which may cause water to enter. You can wipe it with a damp towel.
