Yes you can apply this to a garage floor that has epoxy on it, as long as you glue is made for that

Do you need to use sealer?

I did not use a sealer and it stays in place. I pull it to the side, and then manually put it back in place each time I close the garage door.

Since this strip is 1/2'", does the garage door have to be adjusted once installed ?

You can by pass any adjustments by aligning the threshold seal strip just behind the garage door. So, the 1/2” part is between the garage door and the garage. I leave in Santa Fe, NM and we’ve had lots of weather (snow and rain), and so far no puddles in the garage.

Should I removed the bottom door seal from the door before installing the threshold seal?

No I wouldn’t do that . By leaving it on creates a tighter seal at the bottom. We recently had a hurricane come here and 26 inches of rain and not a drop of water got in garage hope this helps
