Does it hold exactly one teaspoon of tea leaves?

No, these are not standard teaspoons. These are tea stirers. If you are looking for a loose leaf tea measuring glass teaspoon, we recommend the following (which is equivalent to 1.5 standard teaspoons): https://www.amazon.com/Teabloom-Glass-Scoop-Loose-Leaf/dp/B07SL3N8RM

Would these be in freezer cause them to break?

Like anything being getting extremely cold would make it more brittle and more apt to break but I think if you’re careful they should be fine I wouldn’t go from the freezer into a hot cup of tea I believe it would fracture the glass going from extreme cold to extreme hot I hope this helps

Are these spoons good for measuring coffee grounds ? I need 4 for several different needs and yes one is for tea lol .

No, these are not measuring spoons, they are small tea and coffee stirrers. For a coffee and tea glass measuring spoon we recommend the following: https://www.amazon.com/Teabloom-Glass-Scoop-Loose-Leaf/dp/B07SL3N8RM

Ok to store spoon in a glass jar with peanut chili oil ?

Yes, because these spoons are made with highly hygienic, non-porous borosilicate glass. Therefore, this type of glass does not retain any odors, stains or off-flavors.
