Would the page inserts fit in a traditional 3 ring binder or is the bag/binder combo required?”

It does fit into a 3 ring binder. That's how I have mine.

Will this work with the smaller travel bag?

The inserts are 11-1/4-inch by 15-inch, the smaller travel bag is 10.8 x 12 inches so these would be to big. I would look for the Stitch Bow Mini binder inserts. https://www.amazon.com/Stitch-Bow-Mini-Binder-Insert/dp/B0002TTG5E/ref=sr_1_1?keywords=stitch+bow+mini+binder+insert&qid=1559768816&s=gateway&sr=8-1

There are two inserts per package. When the listing says '6-pack' do they mean six inserts or six packages?

They mean six packages; I assume you are talking about the binder inserts. Each insert holds up to 15 of the stick floss holders; a great way to keep organized, especially on large projects.

Are the floss holders included in this, or do they need to be purchased separately?

the floss holders have to be purchased separately.
