Some boots w/ a safety toe can make the boot too heavy to be in them all day. Is this the case for them? Are they still comfortable w/ the safety toe?

Yes they are still comfortable and safety toe is not heavy at all.

How do these boots compare to the carhartt 3711 boots they replaced? Are they sized the same as those?

This is my first pair of Carhartt boots. I've had my feet measured at a Red Wing boot store, and I went off the same size they recommended. Of all the boots I've worn, these were definitely the most comfortable right out of the box, with little break in needed.

Is this boot good in your arches and heel I've been having a lot of issues with that part of the foot constantly in pain when walking in my boots

Definitely not. You may want to look into barefoot shoes. My husband wears keens work boot because of the same issue. These were too heavy and thick soul is flat.
