Is it difficult for 2 year old ro fit the letters in the designated space?

I use these with 4 year olds and they have trouble with a couple of the letters. So I would say it probably would be difficult for a 2 year old.

Are these puzzles good for a 2-year-old? In one place it says age 2 and up and in another place it says age 3 and up.

My great grandson is 2 and he loves the puzzles. No issues.
