Does the paper fall out when there’s only a few left in there?

maybe the last 2-3 may pull out, depending on the size of paper you purchase. It is easy to refill before fully empty if this is a concern.

Does the product come with paper towels and if not were do you get them?

It does not come wit paper towels. I had a medical practice and used C fold paper towels. I purchased them at BJs.

Do you need a key to open this or is the key optional?

Yes you need a key or tool to open it. Each unit come with 2 (two) tools. They ar heavy duty plastic that have a zigzag bottom. They are interchangeable between units. This "key" locking system is not really meant for security but for keeping the unit closed.

Could this product be held up with Command Strips or Hooks?

I bolted it to the wall. Not sure if Command strips would hold folks tugging on the paper towels. Not sure what kind of hooks you would use. Small frame hooks would not be sturdy enough I would think.
