Will this hat fit a 25.5 head? Size 8.25? Having a hard time finding any hat that does.

My head is 24” and it fits fine. Not loose but not snug. Fits like a stocking cap which has stretch- give. I would imagine it would fit fine.

Is the visor made of cardboard?

The visor is the same knitted material as the rest of the cap with a stiffener for shaping. I don't know the material but if feels sturdier than cardboard, like plastic

Is it completely fleece lined?

Yes it is completely lined with a soft fleece. It is so comfortable and warm.

what is the spf rating?

The hat did not come with a SPF rating. It is lined, and I believe it does an excellent job of blocking sunlight.
