They are marked Made in China on the back.

Are these meant to be used as an alternative surface to do homework on?

Not really... They are meant to place hot plates on when you eat, in order to protect your dining room table. I suppose that if you are writing on a thick notepad, you could (you would otherwise risk ruining the surface), but I personally would only eat over them.

Is the background color more of a brownish or a grayish color?

Brownish gold. But there are speaks of grey in each placemat. On the whole the placemats are very beautiful. Not gaudy.
