How loud is it? I need something decently loud for my newborn.

On high, it's loud enough to sleep, like an oscillating fan. It helps to put it between yourself (or baby) and the source of the noise to drown it out better. If the noises are coming from within the house, put it between the bed and the door. If they're coming from outside the house, like lawnmowers or street noise, put it between the window and the bed. Hope that helps!

Would this work to drown out barking dogs in the neighborhood?

It depends on how close and loud the dogs are. I have used one of these since I was a kid and your mind focuses on the white noise that it produces and ignores all but the harshest of outside noise. We had a car slam into three parked cars across the street form our home and didn't know it happened until the next day and saw the destruction. It will certainly help.

Does this machine really sound like a fan running? I do not want just "static".

It does not sound like static. It does not sound exactly like a box fan or a table top fan, but it does sound like a fan. The sound is continuous and does not change, very organic.
