They are not ground but CTC--an industry abbreviation for cut, tear, curl. Wagh Bakri makes fine balls of CTC leaf tea about 1 mm wide which releases their liquor rapidly. I prefer a strong cup and using 1 teaspoon per 6 oz. teacup + 1 tsp., I have a flavourful strong pot of tea without much bitterness and full of aroma.
