can this epoxy be drilled and threaded

I do not believe that this can be drilled and threaded.

I have a metal surface approximately 1 inch wide by 48 inches long. Is there enough product to bond entire 48 inches to cement? .85 oz miniscule?

I do not know for sure, but I would guess upon my usage history of nearly 15 tubes of the stuff, that you might need 2 or 3, not 1.
