specs say this is only rated for 8" but the diagram states 9" and my case is 8.35" so will this fit my case width wise?

I just purchased this for my NZXT h210 which is 8.25” and it didn’t fit. So yeah, it DEFINITELY won’t fit a 9” wide tower

is it compatible with z computer desk?

Yes. The unit spins so you have maximum flexibility.

Is there padding along the metal? I do not want to scratch my glass case. Also, my desk is 3/4 inch think - will these screws work?

There are stick on pads for the clamp. They provide 3/4" long screws so the thickness of the mount prevents the screw from penetrating the top. If you are worried, you can get 5/8" screws from the local hardware screw that will work fine and not penetrate the top of the desk. I really like the mount, works great and is easy to assemble and is adjustable for most case sizes.

How does the swivel work? Is there a set screw to hold it in place when you don't want it to swivel?

Hello, yes, there is a screw on the top plate that can be accessed to loosen or tighten and adjust the swivel.
