Does dustpan lock in place upright when stored and lock when sweeping?

Yes when stored it stays upright and locked in place.

Is the broom and dustpan both lightweight? The reason I'm asking is that I cannot matain heavy lifting because had surgery on my arms and other reason

For my medical reasons, they both are too flimsy as I require stability and sturdiness of brooms, mops etc. this particular Boom and dustpan doesn’t provide stability to help me accomplish my household chores. No, You have extensions if you so wish to get under something shorter. There are two extentions, I believe. I'm much pleased with my broom and dust pan.
