Can this be used and powered in a truck on a 24v power source?

Yes you can as long as you got power or plug to be able to get power to the hub what I did I got a power adapter like hands-free generator which has a plug and USB ports then yes you can.

School wifi is broken. As a temporary fix, could 10 ipads run off this in a classroom?

As it's a wi-fi hot spot according to the blurb you can run up to 32 devices but unsure as to how long the 30gb sim would last.
