What type of paint is used to color the pumpkin? Is it non-toxic?

You know, it never occurred to me to check that. With today's attention to toxicity, I doubt there is any problem. However, if would ease your mind, perhaps an email via Amazon to the seller asking that question. Otherwise, they make great decorative items.

Are these alright for outside?

This is the first time I have purchased them. I bought them for outside. They appear to be able to stand up to outside weather. However, they are lightweight.

Can you stick mr potato head eyes, ears nose and mouth into the pumpkin?

I think you could stick Mr. Potato Head ears and eyes in these pumpkins. You may need to glue them into place to secure them.
