Will this charge the batteries for the autel evo max 4t?

I would check with AUTEL, but it looks like it would connect, just can't promise that it will charge correctly.

2 questions. Does it balance charge? Will it charge to storage voltage?

It will balance charge, but not storage.

How do the batteries ballance if they only connect with a barrel connector? Do the batteries have all the charging circuitry built-in?

Yes they are smart technology, you can even adjust the amount of days before they automatically discharge.
