Does this card come with the required adapter cables or do I need to buy those separately?

Cables are sold separately. There are many different cables. The connector on these card are SFF-8643 so depending on your need you can buy the correct cable. Take a look here: https://amzn.to/2KCuXZ3

Can 4 sas & 4 sata drives be connected? i realize different cables will be needed... if yes, will doing so limit the speed of the sas drives?

Yes, you can connect 4 sas & 4 sata drives to it. It has 2 connectors so you can safely connect all the SAS drives to one connector and the SATA drives to the other.

Would this card work with the backplane of a poweredge r810? if not directly, is there an adapter that would make it compatible?

You would be better served buying a second hand PERC controller card which are Dell branded and made to work nativity with the Dell BMC/IPMI stack.
