Can I hook the fan up into a step down transformer 120v input to 24v output?

In theory yes, however the fan is 24v DC. If your input is 120v AC, (which I assume it is) You would also need a rectifier for it would work.

Is there a switch to reverse direction, or must one switch polarity? Also, could you confirm the depth (width) of the unit?

You shouldn't reverse the polarity, but I'm pretty certain the blade can be reversed. As far as size, the measurements are in the product deacription: Overall dimensions of 16 1/2-inch x 16-inch x 3 3/4-inch

Could this fan be used in a home window powered by batteries if electricity was off for a long time?

No. This is a 24v fan and would require at least 2 car batteries at all time to power or a constant 24v power source.
