what kind of paint/ pens do I use to decorate them?

They are very versatile so you can use Amy type of paint or pens. They are really lovely, not small amd my grandchildren loved them. Definitely recommend.mend

If I wanted to do an acrylic paint pour on these would I need to prime it first and would it be ok to coat/seal with varnish when they are dried?

I brought mod podge for mine after I used acrylic they turned out great it gives it a shine to it. Mod podg is a glue and varnish in one and is great for for is needed here . Glad I used it.
